anyone else seeing significant latency with dynamodb state locking on big stacks? currently running 400 resources and takes like 15s just to verify the lock. debating moving to a lightweight custom wrapper or just accepting the overhead. anyone benchmarked this against local exec…

getting weird behavior in my ci pipeline. local plan works fine, but in github actions it keeps trying to re download providers instead of using the lock file. running into this specifically with the hashicorp/aws provider. anyone seen this break before or am i missing a flag?
